This is Magne Power Anime Arthur from the Microman movie release in Japan. This item was only available through movie theaters that were showing the Microman movie.

The figure has magnets in both feet, left arm and chest as well as a 5mm hole in his back for attachments. The differences between this Arthur and the regular Magne Power one is this figure is entirely opaque - and what was black on the regular Arthur (legs, arms) is a charcoal on the Anime version - plus Arthur's face is not chrome, but fully painted with detail.
